The charge of the Old Lyme Emergency Operations Center Expansion Project Building Committee is to assess the needs of the building in relation to its function as an Emergency Operations Center.
- Oversee the planning, design, and construction of the expansion space of the facility
- Share and discuss any information already gathered regarding renovation and estimated costs available
- Review available ideas on multiple building uses
- Assess the need for additional space, focusing on square footage needed, flexibility of new space and ADA requirements
- Determine technology needs
- Developing a budget estimate and budget report format
- Make recommendations to Boards of Selectmen and Finance
- Other necessary tasks as needed

Questions:
Can I get a copy of any addenda that have been released to date?
No addenda has been added. Only information within current RFQ
What is the estimated construction budget?
Estimated construction cost is $1, 000,000.00
Can I get a copy of the planholders list?
We don’t have any RFP submittals as of yet - please note the due date has been extended through July 21st
Do you have Union Requirements?
Non Prevailing wage project

Do you have a survey? If not, has survey been started?

Does the As Built show the septic system? Does it triangulate it?

What is Town Setback?
30 ft. from Boston Post Rd. and from Boughton Rd.; 35 ft. from rear lot line; 20’ from side lot line.
What kind of roof is this?
The roof over the vehicle garage is an engineered truss roof. The area over bathrooms and EOC is rafters.
Not looking for a Flat Roof?
No, we prefer a peak roof.
Asked about doors for vehicles.
The vehicle doors will not be affected by the expansion.
Would you expand the footprint towards Boughton Rd.?
We hadn’t thought about that, but will listen to ideas.
Would there be a basement?
No, there is currently no basement, and we do not want a basement – just slab on grade.
Are there any underground fuel tanks?
Yes, there is a 500 gallon propane tank.
Are there any other tanks/wells on property?
There is a self-contained hazard tank, as the building is the town hazmat de-contamination site. It is only emptied by pumping out the tank.
Will As Built show wetlands?

Does generator power entire building?
Yes it does.
Where do gutters go?
They go into underground pipes that empty into the drainage culvert
Does driveway have heat?
No, it does not.
How many existing rooms are there?
The two rooms of EOC, two bathrooms and vehicle garage. There is also upstairs storage.
How big is committee?
There are six members of committee, and they are listed on town website.
QUESTIONS BY EMAIL:
Is the Town looking for a design/build model or design-bid-build – both are mentioned?
We listed both because we want to keep our options open.
What is the Town’s preference?
At this time, we do not have a preference.
QUESTIONS FROM SITE VISIT ON 4/17/24:
What is current heat system?
Hydronic system with radiant floor heat.
Is source of heat adequate?
Recommend evaluating current and proposed HVAC needs.
Are there any other things that would be part of this project, such as generator, roof, electric upgrade, etc.?
Not at this time.
Are there alarms?
There are no burglar alarm systems only fire detection.
Any kind of plumbing planned for addition?
No
How will you decide between design and design/build?
We will be interviewing firms that we feel meet our requirements, whether they are design only or design/build, then the committee will make a decision.
Do you want a separate entrance to that space?
If it is required or recommended.
Is electric service large enough to handle the addition?
Yes, it should be adequate.
Any hazardous materials?
Not to our knowledge
Have any historic or environmental surveys been done?
A historic study has been completed.
Will the town provide blueprints of current building?
No, those should be viewed at town hall if they are in the records.
