The Town of Old Lyme reserves the right to reject any and all bids if doing so is deemed to be in the best interests of the Town.

Background: Sound View was originally part of a larger property owned by Harry Hillard. Over time, a portion of Hillard’s property east of Swan Avenue was acquired by the Old Colony Beach Club Association and a parcel west of Portland Avenue became the Miami Beach Association. Both Old Colony and Miami Beach are Chartered associations and are not part of this RFP. 

Description: Request for proposal for identification of town-owned, documented rights of way, and easements of real property within the area known as Sound View. Prepare a Class “D” compilation map based on existing deeds, maps, surveys, land records, and other information as available. Identify any easements, caveats, or other land restrictions as contained on land records/deeds. Perform a limited site evaluation of encroachments or other anomalies and provide recommendations for further property/boundary surveys as may be warranted. 

Details: The area known as Sound View is defined as South from the railroad tracks to the Long Island Sound. From Cross Lane and the north side of Shore Road to the west side of Old Colony Road/ Sound View Avenue; and on the south side of Shore Road from Alley #3 to the west side of Old Colony Road/ Sound View Avenue. 

Some areas of concern identified include but are not limited to:

  • Alley #1, between Swan and Hartford from Shore Road to the water. Note the buildings on 88 Hartford Ave. lot that were moved to encroach upon the Alley.
  • Alley #2, between Hartford and Portland, from Shore Road to Pond Road.
  • North Lane from Portland Ave Ext. to Old Colony Road aka Sound View Ave.
  • Cottage Lane from Shore Road to the railroad tracks
  • Grove St. From Old Colony to Swan Avenue, thence a "paper street/passthrough" from Swan to Hartford, and from Hartford to Portland, to Alley #3. Is this still a public right of way/town property?
  • Cross Road (aka Broughel Ave) from border of Old Colony property to Bocce Lane
  • Purtill Ave from border of Old Colony property to Swan Avenue 
  • Maple Ave from border of Old Colony property to Swan Avenue. 
  • Hartung Place/Washington Ave from border of Old Colony to Swan Avenue 
  • Pond Rd from Swan Avenue to the border of Miami Beach Assoc. property (just past Portland Avenue?)
  • 91 Hartford Ave and 72 Portland Avenue - the Town Parking Lot
  • 40 Hartford Avenue (Bocce Courts)
  • Lincoln Road from border of Miami Beach property to Portland Avenue
  • Liberty Street from border of Miami Beach property to Portland Avenue
  • Lot B-11 (Miami Beach holds title to Lot B-11, but the pedestrian/bicycle easement should be memorialized on this survey.)
  • Is Broughel Ave encompassed in Old Colony or partially in Sound View?
  • Defined southerly border of 88 Swan Avenue, 85 Swan Avenue and 88 Hartford Avenue
