MINUTES

OLD LYME INLAND WETLANDS AND WATERCOURSES COMMISSION
SPECIAL MEETING, SITE WALKS, JUNE 10, 2008
MEET AT 254-254-1 BOSTON POST ROAD


1. Call to order at Broad Brook Estates, 254 and 254-1 Boston Post Road at 5:30 PM.  
Present were members Janet Bechtel, Sabine O’Donnell, Mike Moran, Don Willis, Robb Linde, Dave McCulloch, and Lewis DiCamillo, and Enforcement Officer Ann Brown.  Neither the applicant nor his representatives were present.  The Commission walked the site to observe conditions prior to the beginning of the Show Cause Hearing, which was to be convened at 7:30 PM.  

2. 6:30 PM at 16-2 Short Hills Road, Short Hills Properties, LLC, seven lot subdivision proposed.  In addition to the Commission, the applicant, Martin Smith, and his engineer, Mike Bennett, were present.  The applicant pointed out the general boundaries of the parcel to be subdivided and the location of the wetlands areas and 100’ setback areas from the wetlands.  

A water quality basin is proposed to be installed on Lot #1 approximately 25’ from the wetlands area (Wetland A) on that lot.  There will be road grading/construction approximately 80’ from this wetlands area.

Another water quality basin is proposed west of Lot #5.  No activities are proposed within 100’ of the wetlands (Wetland C) on this lot.  

Wetland F and Wetland HH and Wetland GG-1 are identified as vernal pools.  Road construction is proposed 100’ from Wetland F and 150’ from Wetland HH.  The commission did not have time to walk to these vernal pools.

The applicant proposes to upgrade a portion of Short Hills Road.  This will involve relocating and rebuilding the stone wall, widening the road and relocating the underground utilities.  Road drainage will be brought into a swale along the edge of the proposed pavement. Some trees are proposed to be removed.   The applicant was referred to the Town Tree Warden.

The meeting was adjourned at 7:10 PM.




The Commission did not have time to walk the entire parcel thoroughly, including the Open Space parcels where there are identified wetlands, including two vernal pools on , although the Commission did observe the wetlands areas and activity areas which are in the proposed seven lot subdivision.
