January 19, 2017
Members present: Joanne DiCamillo (regular), Anne Bing (regular), Gerry Foster (regular), Emily Griswold (regular)
Members absent: Joan Flynn (alternate)
Ex-officio members absent: Tom Degnan, Tree Warden, Alan Miezejeski, Deputy Tree Warden
Chairman Joanne DiCamillo called the meeting to order at 4:03 p.m. The commission has openings for two members.
Mrs. DiCamillo passed out copies of the Guide to Boards, Commissions, and Committees provided by the Selectman’s Office.
The minutes of the November 17, 2016 meeting were considered.
Motion:~Anne Bing made a motion, seconded by Emily Griswold to approve the minutes as presented. All present voted in favor, motion passed.
Balance:~Mrs. DiCamillo reported that there was $9,910 in the Tree Commission budget as of 1-4-2017.
Expenditures: $140 for tree warden posting supplies, $3,500 to Wilcox Tree Services for tree trimming on four town roads.
Election of Chairman
Motion: Gerry Foster made a motion, seconded by Anne Bing, to elect Joanne DiCamillo as Tree Commission Chairman for 2017. All present voted in favor, motion passed.
Tree trimming on Four Town Roads: Wilcox Tree Services has completed trimming on four town roads.
13 Academy Lane: evaluation of maple trees – Tom Degnan looked at the trees which are located on the town right-of-way on Lieutenant River Lane. He found decay and requested an evaluation from Jason Wilcox.
309 Ferry Road: maple tree - Tom Degnan posted the tree for removal.
Police Station, DRGC civic beautification update: the President of the Duck River Garden Club wrote a letter to First Selectwoman Reemsnyder about the shrub roses and perennials that were cut down at the direction of Ed Adanti, Public Works. She requested a meeting with Mrs. Reemsnyder.
Mrs. DiCamillo asked for a motion to add an item to the agenda under Old Business.
Motion: Gerry Foster made a motion, seconded by Anne Bing, to add an item to the agenda. All present voted in favor, motion passed.
On 1-10-17 Carolyn Ross reported a tree with a damaged trunk on Avon Avenue (off Rogers Lake Trail). She would like the tree removed.
Mrs. DiCamillo noted that Carolyn Ross had requested an inspection in early December. Mr. Degnan inspected the tree at that time. He reported that a large branch had fallen, taking down the power lines. In his opinion the tree was healthy, no longer appearing to be a risk and would not need removal. He was not certain that the tree is a town tree and suggested consulting town maps to determine the exact location.
Mrs. DiCamillo will follow up with Ms. Ross and contact Mr. Degnan.
Somerset Lane: A second request to inspect a tulip poplar was received from Rick Caulkins. The Tree Warden inspected a tulip tree earlier this year but, apparently, it was not the correct tree. Mr. Caulkins included a map with the tree’s location with the recent request. Tom Degnan will follow up and check the tree.
ANY OTHER BUSINESS
Emily Griswold reported that Chris Bourne contacted her regarding some trees that need to be removed to allow a new driveway to be installed at Four Mile River Farm on Four Mile River Road. Mrs. DiCamillo explained the procedure to Emily. Emily will advise him to fill out a tree removal permit application and include as much detail as possible. She will also ask him to mark the trees so they will be clearly visible by the Tree Warden.
Emily Griswold reported that the Junior Women’s Club has been given permission to improve/replace the Cross Lane playground. She will get in touch with Tom Degnan and ask him to look at the trees there.
The next scheduled meeting is Thursday, February 16, 2017, 4:00 p.m. in the Town Hall conference room.
Motion: Gerry Foster made a motion, seconded by Emily Griswold,~to adjourn the meeting at 4:31p.m. All present voted in favor. Motion passed.
