Harbor Management Commission Minutes 11/14/2006
Minutes for November 14, 2006 OLHMC meeting

Attendees:  Charles Delinks, Bob Doyen, Steve Ross, Tony Licitra, Mike Mackey, Mike Magee, David Zita, Jon Mittelman, Dave Frederiks




1. Check for quorum

2. Minutes taken by Dave Frederiks

3. Meeting called to order at 1945

4. No guests to introduce.

5. Motion to accept minutes from previous meeting by Jon Mittelman, 2nd Tony Licitra, carried.

6. Tony Licitra gave treasurer’s report including plaque for Brad Ficken commemorating his years of service as harbormaster.

7. Member appointments:

        Jon Mittelman now regular member to replace Mike Moran til January 2009
        Brad Ficken now an alternate member to replace Jon Mittelman til January 2010
        Discussion was then carried on regarding whether harbormaster and/or deputy. harbormaster should be regular members, ex-officio members, both or neither. Motion carried 5:2 for exofficio status for both harbormaster and deputy harbormaster.

8. Old Business

        a. New application for deputy harbormaster filled out, to be notarized and resubmitted.

        b. Marine patrol boat. Discussion and decision to continue with our intent to sell the current patrol boat
        c. DEP slips: Norman Hewitt has revised the letter to DEP to reflect our desire to keep three slips at DEP for town use.
        d. Clerk candidates: Ad placed on town web site. Dave Frederiks suggested Lully Dunbar as possible candidate. Dave will contact her regarding her interest.
        e. Old Lyme annual report: Recomendations made for some changes to the wording. Changes will be made and the annual report will be reprinted.
        f. Name plate placed commemorating Brad Fickens service as harbormaster.

9. Commitee Reports

        a. Patrol Boat: Charlie and Mike to arrange for a time to pull and shrinkwrap patrol boat.

        c. Signage at Pilgrim’s Landing apparently not in place yet.

        d. Harbor Management Plan to be scanned by Charlie

        e. Orphan moorings: A contractor has been located in Essex who will pull orphans for free.

        f. CHMA banquet attended by a few members

        g. Dredging machine in Old Saybrook 11/13/06 attended by Steve Ross. Mannie Denoya and South Cove ad hoc committee is planning on buying dredging machine.

10. New Business

        a. Dock Applications/Dredging permits

                Old Lyme Marina dredging permit signed 10/12/06
                Robert Ringering dock permit signed10/12/06
                James Richter Nat’l Railroad made application work on Three Mile River Culvert 10/3/06

        b. Funeral for Mrs. Ficken to be held in Centerbrook. Several commission members plan to attend.
