ETHICS COMMISSION

Minutes of Regular Quarterly Meeting
Town Hall
Tuesday, January 17, 2012
7:30 p.m.

A.  Call meeting to order - 7:32 By Robert Whitcomb.

B.  Approve minutes of October 20, 2011 meeting- Minutes accepted as written. First by R. Whitcomb, second by Mike O'Brien.

C.  Public Comment- No public present.

D. Ground Rules for Public Comment - Discussion of how to best control the frequent public comment that has occurred in past meetings resulting in an interruption of the flow of the meeting. The commission agreed to limit public comment to 3 minutes per individual. Longer comments should be submitted in writing to the chair 48 hours prior to the meeting.

E.  Appointment of two members - Terms are up for Gloria Peduzzi
and Robert Whitcomb at the end of January 2012.

Gloria had previously indicated to R. Whitcomb that she would serve another term. Robert first and Michel seconded the motion to appoint Gloria to another term. The motion passed unanimously. Gloria Peduzzi's term will end in January 2014.

Robert Whitcomb has chosen not to serve another term. R. Whitcomb made a motion to appoint Bob Staab, a current alternate to his spot. Bob accepted to take the position. Brian first and Mike seconded the motion. The motion carried.  Bob Staab's term will end in January 2014.

F.  Appointment of Secretary - Gloria Peduzzi had previously indicated to R. Whitcomb that she would be willing to serve another year as the secretary. Robert first her nomination to secretary, Brian seconded, the motion carried.

G.  Appointment of Chairperson - Mike O'Brien agreed to serve one year as the chairman. Robert first, Brian seconded, the motion carried.
Vice chairperson - Bob Straab agreed to serve one year as the vice-chairman. Brian first, Lorie O'Brein seconded, the motion carried.

H.  Any other business - A previous public comment from Bill Folland noted that section 43 of the town code is lacking the statement that the ethics commission operates under the state statute 7-148H. Robert  Whitcomb consulted the town attorney on this an she considered this a low priority change. The commission has made a note of this and will entertain adding it to section 43 when other changes come up in the future.  

Motion to adjourn the meeting has made by R. Whitcomb and seconded by Brian Hautaniemi. The meeting ended at 8:20 pm.
